Sengkang Town Council refers to the Channel NewsAsia article published on 21 August 2026, titled “Employee of town council managing agent charged with corruption offences”.

 

Sengkang Town Council (SKTC) wishes to clarify that the corruption charges referred to in the article concern an employee of EM Services, which provided managing agent and project management services to the Town Council during the period referred to in the article. The individual concerned was not an employee of SKTC.

 

SKTC was informed of an investigation conducted by the Corrupt Practices Investigation Bureau (CPIB), and cooperated fully with the Bureau in its investigations. As a precautionary measure, SKTC also requested EM Services to commission an independent external review to ascertain whether there had been any compromise to the integrity of the tender process that could have affected the outcome of the evaluations.

 

SKTC further wishes to clarify that the companies named in the article, J&M Construction and Seah & Lim Construction, did not participate in SKTC’s public tenders during period referred to in the article. SKTC’s public tenders are made available on its website.

 

SKTC has in place strict conflict of interest declaration requirements and rigorous tender evaluation processes to safeguard the interests of the Town Council. We have put in place measures to strengthen our internal processes, and will continue to work with our partners, including external and internal auditors, to refine our risk management framework and ensure the highest standards of corporate governance.
