We are looking for a dynamic and strategic Public Relations Manager to lead our PR function at Sengkang Town Council. The successful candidate will be responsible for shaping the Council’s public image, developing comprehensive communication strategies, and managing a team to deliver impactful campaigns and meaningful engagement programmes.

 

Key Responsibilities

 

  • Strategic Communications & Planning: Develop and implement integrated communication plans to enhance public awareness and build a positive perception of the Town Council. Provide strategic counsel to senior management, including on crisis communications and reputational issues.
  • Stakeholder & Community Engagement: Plan and coordinate outreach programmes, stakeholder engagements, and community events to promote meaningful dialogue and participation among residents.
  • Event Management: Lead the end-to-end planning and execution of both corporate and community events, ensuring alignment with the Council’s goals and values.
  • Content Development & Management: Oversee the creation and curation of high-quality content for newsletters, digital platforms, websites, annual reports, and social media.
  • Digital & Social Media Management: Manage SKTC’s social media presence, ensuring timely and engaging content across platforms. Develop digital campaigns that grow online engagement and community connection.
  • Media Relations: Prepare press releases and media responses. Build and maintain relationships with media outlets, and monitor media coverage to manage public perception.
  • Collaboration & Vendor Management: Work closely with internal departments and external vendors/freelancers to deliver communication, branding, design, and publication projects. Supervise junior officers to ensure high standards of output.
  • Budget Management: Plan and manage the Public Relations budget to ensure efficient allocation of resources and delivery of impactful campaigns. 
Requirement
  • 6–8 years of relevant experience in public relations, corporate communications, or a related field. Prior experience in public service, Town Councils, statutory boards, or community-based organisations is advantageous.
  • Proven leadership and project management capabilities, with experience supervising teams.
  • Excellent interpersonal, verbal, and written communication skills.
  • Strong writing, editing, and storytelling abilities across platforms and formats.
  • Skilled in crisis communications and providing strategic counsel on sensitive or complex issues.
  • Grounded in community outreach work and comfortable with on-the-ground engagement.
  • Meticulous, resourceful, and able to multitask effectively under tight timelines.
  •  Proficient in design and productivity tools such as Canva, Adobe Creative Suite, and Microsoft Office.
